First off, you need to get both rims bead blasted. It'll remove the stock paint without tearing up the aluminum rims.

Next, buy a can of etching primer. This eats away just a little at the aluminum so the new paint will stick.

If you want to match your paint and have a factory color, you may want to try Color-Rite for a can of paint. It's expensive, but matches well.

Spray on two coats of paint and two coats of clear on each wheel. Leave them under some kind of heat-producing lamps for 48+ hours and allow them to cure for about a week before reinstalling.

It's been suggested that you use wheel-specific paint or low-temp powder coating. The paint will have prep instructions with it, and powdercoating prep will be done by whoever does that work.
